DOGNAPPING

• A black and white border collie was reported stolen from its backyard on the 800 block of South Tower Avenue in Centralia at about 11 a.m. yesterday, according to the Centralia Police Department.

AUTO THEFT

• An individual went to the Chehalis Police Department yesterday afternoon to report that when he woke up, a car that he had rented was missing. He said he believed it may have been taken by a person who was at his home on Northwest Quincy Place, because the car, the keys and the person were all gone, according to the Chehalis Police Department. The stolen vehicle is described by police as a gray 2015 Buick Encore.

PARCEL THEFT

• Centralia police were called about 4:20 p.m. yesterday regarding the theft of a package that had been left by the front door at the 500 block of South Washington Avenue.

ON THE ROAD

• A 50-year-old Toledo woman with a child passenger was arrested for driving under the influence after another motorist reported the vehicle going all over the roadway and into oncoming traffic yesterday evening on the 100 block of West Side Highway near Vader. A deputy responding about 5:15 p.m. got a search warrant for her blood and booked Marie A. Jeroue into the Lewis County Jail, according to the Lewis County Sheriff’s Office. The sheriff gave the teenage passenger a ride home, according to the sheriff’s office.

Authorities are taking stock of the damage from last week’s flooding, which primarily impacted the east end of the county.

Randle Fire Chief Jeff Jaques hoped to finish up today checking on places.

“There wasn’t a whole lot that we had to evacuate in our area,” Jaques said. “We had three rescues, maybe four, with assistance from the sheriff’s office.”

As of last night, the chief knew of a vacation home affected, a house that got two feet of water inside and a household in Cascade Peaks Campground that was displaced, but he still had several more residences to look at.

The Cowlitz River at Randle didn’t rise quite as high as the record event in November 2006, he said, but Cispus got hit pretty hard this time. It reached just over 24 feet at about 2:45 p.m. on Wednesday.

“Every flood is different,” he said.

With the water over the roadway at U.S. Highway 12 and on state Route 131, responders had to drive all the way east to Packwood, onto Cline Road and take a forest service road, cutting through downed tress, to get to the people who needed help in Cispus, according to Jaques.

The sheriff’s office brought out its 5-ton truck and the only boat rescue in Randle involved bringing someone out from Cline Road by canoe, he said.

Lewis County Emergency Management is urging people impacted from the flooding to phone them and make a report.

“As of Monday, 19 homes were confirmed damaged,” Steve Mansfield, manager of the department, said today. “I know there’s more than that.”

There are two reasons to call in, he said.

First, the department is working to connect people who need help with others who can help them, he said.

“Today, for example, we had a guy evacuated from the Randle area who went home and found lots of sewage in his house,” Mansfield said. “We matched him up with the Red Cross, who are giving him vouchers for a motel for three or four nights.”

The second reason is, Emergency Management needs to tally up a dollar loss that will be forwarded to FEMA, and if the total reaches a certain threshold, then FEMA funding may be available to assist citizens, according to Mansfield.

The need for rescues began about 7:30 p.m. on Tuesday, in the High Valley community of Packwood.

A log jam formed in the Cowlitz River, causing the river to reroute and suddenly water began to flow into a residence on Mountain View Drive, according to the Lewis County Sheriff’s Office.

Deputies and firefighters continued responding to calls for help through the night. By 2:15 a.m., the river at Packwood was cresting at almost 11.4 feet. It’s record high is 14.59 feet in November 2006.

Packwood Fire Department Chief Lonnie Goble said most of their issues were in the High Valley.

One or two were washed out, he said. One unoccupied vacation cabin tipped over.

“The last high water this fall was even higher than this was,” he said. “For some reason, some log jams diverted the water.”

Goble estimated 20 to 25 people had to leave their homes but thought by Saturday, everyone was back home.

The area in town right along U.S. Highway 12 didn’t flood, but given the changing river, it’s only a matter of time, he said.

“If the river doesn’t get fixed this year, Packwood will flood,” he said.

He continues to be concerned about the area above Franklin Bridge and is unsatisfied with the methods and proposals for protecting the town, by the numerous government agencies that have involvement in the waterway.

“They used to put DC Cats right down the center of the river to keep it clear, but they don’t want to do that anymore,” he said.

Emergency Management Manager Mansfield hopes to compile damage reports by the end of this week.

Impacted residents are asked to call one of the following phone numbers and leave their name and a good contact telephone number. Someone will return the call to gather specifics of their losses.

Emergency Management has already received inquiries about making donations to flood victims.

Mansfield asks that anyone who wants to make a monetary- or goods- and services-type donation to please call 360-740-1152 and leave their phone number along with the donation pledge they would like to make.

They will have someone contact donors as the need is identified, he said.

AUTO THEFT

• Police were informed about 8:15 a.m. yesterday that a pickup truck reported stolen on Friday from the 1600 block of North Scheuber Road was found by a family member, abandoned at Washington Avenue and Plum Street in Centralia.

CAR PROWL

• Chehalis police were called just before 4 a.m. today about a vehicle prowl at the 600 block of Southeast Dobson Court.

HANDBAG THEFT

• A woman reported to police yesterday afternoon that her purse was stolen from a shopping cart at Safeway on the 1100 block of Harrison Avenue in Centralia, according to the Centralia Police Department.

• Chehalis police were called about 4:15 p.m. yesterday by a woman who said she left her purse in the restroom of a restaurant on Northwest Louisiana Avenue and when she returned about an hour later it was gone and nobody had turned it in.

MISSING MEDS

• An officer was called to the 400 block of Centralia College Boulevard about 4:30 p.m. yesterday regarding the theft of medications, according to the Centralia Police Department.

CHRISTMAS SHOP(LIFT)ING

• Centralia police responded to three reports of shoplifting within a half an hour at the Centralia Outlets yesterday evening. Two males who took jacket from a store at the 100 block of West High Street were caught on video but not apprehended, according to the Centralia Police Department. A male reportedly stole two pairs of shoes from a business on the 1300 block of Lum Road. And then just after 7 p.m., an officer responding back to High Street arrested a 16-year-old boy for stealing a pair of shoes, according to police. He was released and the case is being referred to prosecutors for third-degree theft, according to police.

DRUGS

• A 19-year-old was arrested for possession of methamphetamine following a traffic stop about 12:30 a.m. today at Wilson Street and 16th Avenue in Chehalis. Uriah W. Osborne, a homeless person, was booked into the Lewis County Jail, according to the Lewis County Sheriff’s Office. A 19-year-old man with him was arrested by Chehalis police for possession of marijuana and then released with a court date, according to the Chehalis Police Department.

SHOOTING COMPLAINT

• Chehalis police were called just before 4 p.m. yesterday about someone on Northwest Florida Avenue repeatedly firing a weapon. An officer contacted someone who had recently moved there and perhaps did not know that discharging a firearm inside city limits is prohibited, according to the Chehalis Police Department.

ON THE ROAD

• Police and medics responded about 4:35 p.m. yesterday to a collision involving a vehicle and a bicycle at Fourth and Pearl streets in Centralia. The bicyclist was checked out and his injuries minor enough he was able to ride away, according to the Centralia Police Department.

Television news converged on the Oakville Fire Department yesterday, focusing on a biblical Christmas message that a commissioner had ordered removed from their sign.

According to King5.com: “The reader board said ‘Unto us a Savior is born. Merry Christmas,'” said firefighter Shawn Burdett. “My chief got a call from a commissioner that said we needed to take down the message or we needed to include all religions on the board.”

On Monday night, about 200 residents met with commissioners, who then voted to restore the the message, according to Kirotv.com.

Department spokesperson Burdett told Kirotv.com while the sign and tree are on public property, they were paid for with private donations.

Porch delivery snatched by stranger while resident at home

Thefts of packages delivered to front porches aren’t a new thing, but are becoming increasingly common in Centralia.

The police department has gotten several reports in recent weeks of residents getting a confirmation their item has been delivered, but then discovering it’s been stolen.

They’ve advised the public if they can’t be home when their expected parcel arrives, they should try to find a friend or neighbor to wait for it.

“(Or) have them watch for the delivery and grab the package as soon as it’s been delivered,” Officer John Panco said after one was stolen from the 900 block of North Pearl Street last week.

Even that may not be enough.

Yesterday, officers were called to a home on the 200 block of King Street just before 1 p.m. because a Kindle delivered to the front steps was taken, even while somebody was at home, according to the Centralia Police Department.

“UPS dropped it off, her kid saw somebody grab the package and take off,” Sgt. Kurt Reichert said.

The only description officers had was that the thief was wearing a red shirt and had a beard, Reichert said. Officers looked around and weren’t able to find him, according to Reichert.

The department is asking citizens to keep an eye out and if they see suspicious activity, to immediately call 911 or the non-emergency number of 740-1105.

Here is what to watch for, according to Panco:

• Vehicles driving slowly through residential areas. This can indicate the occupants are checking porches for items, especially if a mail truck or other type of delivery truck was just in the area.

• Watch for pedestrians that are looking closely at the front of the houses. Watch to see if they head up the walkway towards the front porch not carrying anything but when they are walking away from the front porch they are carrying packages.

ASSAULT ON CHRISTMAS

• A large inflatable Santa Claus and snowman on display at in the front yard of a residence on the 600 block of Tucker Road outside Toledo were slashed with a knife while their 81-year-old owner and her husband were out at a high school basketball game on Friday evening. The victim said the deflation took place sometime between 5 p.m. and 8:30 p.m., according to the Lewis County Sheriff’s Office. The loss is listed at $200.

ASSAULT ON SLEEPING MAN

• Chehalis police were called about 11:25 p.m. yesterday by an individual on Southwest William Avenue who said he was awakened by someone spraying a fire extinguisher on him. The case is under investigation, according to the Chehalis Police Department.

MISSING GAMES

• Centralia police were called just after 10 o’clock yesterday morning about the theft of a Xbox and games from the 1400 block of Johnson Road.

MISSING MEDS

• Chehalis police were called about 3:15 p.m. on Friday to take a report of stolen medication from the 600 block of Southeast Dobson Court. About 30 tablets were missing but nothing else was taken, according to the Chehalis Police Department.

MISSING STOVE

• Deputies arrested a 38-year-old man yesterday afternoon in connection with a used stove stolen from a 95-year-old Onalaska resident on Nov. 8. Damion E. Robbins, also of Onalaska, was booked into the Lewis County Jail for residential burglary, according to the Lewis County Sheriff’s Office. Prosecutors however declined to file the felony charge. Deputies are trying to find the appliance now, the sheriff’s office reported this morning.

• Officers responded to the 400 block of Third Street to a reported infant left in a vehicle at about 2:35 a.m. yesterday morning. When the officer arrived and checked the vehicle, it was just a basket.

ON THE ROAD, OFF THE ROAD

• Chehalis police and firefighters were called about 10:40 a.m. yesterday when a man was discovered bleeding and laying in the road on Northwest Folsom Street. The incident is under investigation, according to the Chehalis Police Department.

• A 32-year-old Seattle man was arrested for driving under the influence after a single-vehicle collision at about 12:15 a.m. on Saturday at Chilvers Road near Brockway west of Chehalis. Perry F. Elvy’s 2008 Ford F350 was totaled and he sustained a cut above his eye as well as injuries to an ankle and a finger, according to the Lewis County Sheriff’s Office. Elvy was booked into the Lewis County Jail, according to the sheriff’s office.

Chehalis burglary suspects’ stolen car contained numerous stolen items and identifications, and meth

CHEHALIS – A search of the Honda Accord that wrecked in Chehalis trying to flee a traffic stop last week turned up belongings from a just-burglarized house as expected, but also stolen property and identifications from victims in Salkum, Toledo, Olympia, Tacoma and other communities as far north as Anacortes, according to the Lewis County Sheriff’s Office.

A man and woman were arrested, the man as he was coming out of a  basement from a nearby residence where he tried to hide on Thursday.

Russell L. Cobb, 44, of Kent, was facing  numerous possible charges including burglary, eluding and unlawful possession of a firearm. His companion who gave her name as Theresa L. St. Clair, 30, of Renton, is now facing further charges of forgery and identity theft, the sheriff’s office said this morning.

“It turns out, Theresa L. St. Clair is actually not her real name,” Chief Deputy Stacy Brown said.

The suspect’s real name is Tara J. Hino, she said. She’s 32 and lives in Federal Way.

St. Clair is the victim of identity theft whose debit cards were found in the couple’s car, according to Brown.

Items recovered from the Honda included methamphetamine, meth pipes and needles and also indicated victims in Federal Way, Fife and Renton, Brown said.

It’s going to be an ongoing investigation Brown said, noting merchandise stolen from Wal-Mart and Sears was also found inside the car. The Honda Accord was stolen in Fife.

Brown said the investigation also revealed Hino forged a stolen check at Staples to purchase a laminating machine, suspected for use in creating more identifications.

The Honda was pulled over around 11 a.m. on Thursday, after a neighbor on Linda Vista Drive south of Chehalis reported seeing suspicious individuals in and around a house.

The driver then took off, but spun out and wrecked on South Market Boulevard near Second Street.
