Centralia man booked after physical dispute over gambling proceeds

CHEHALIS – A 39-year-old Centralia man arrested for allegedly beating up his girlfriend to get some of her casino winnings was ordered held on $100,000 bail yesterday.

James W. Lowther was brought before a judge in Lewis County Superior Court, charged with first-degree robbery and second-degree assault.

The incident came to the attention of police about 7 a.m. on Wednesday when they were called to the 1200 block of Windsor Avenue in Centralia where they found the woman, with a cut on her hand, a scrape on her chin and what looked to be blood on her nostrils.

She told the officer she got paid the day before, that evening they went to the Nisqually Red Wind Casino together and she gave Lowther some money to gamble with, according to court documents.

The court documents go on with the following allegations:

They left for home around 2 a.m. and once they got home, Lowther began to argue with her about wanting half of her winnings so he could fix his truck and buy some items.

Lowther had won about $1,300 and she had won about $8,600 playing slots.

They argued until about 6 a.m. when she needed to go to work. He took her car keys and would not give them back, unless she gave him money.

She said at one point she agreed to give him $2,000 if he would let her go to work and as she was about to dial 911, he tackled her to the floor and tried grabbing the money from her brassiere. She said he put her in a headlock until she could not breathe.

She told police she began screaming and then Lowther offered to drive her to work. Once in the car, they argued and he drove instead to an isolated area out Little Hanaford Road where he continued to demand money.

They returned to an area near the residence, he made her pull out her money, count it in front of him and hand it over.

He left. She called 911.

Police later on Wednesday found Lowther hiding in a house in Lewis County. He had $2,384 in his pocket.

Lewis County Superior Court Judge James Lawler scheduled Lowther’s arraignment for next Thursday.

BURGLARY CHEHALIS

• A deputy called about noon yesterday to the 3300 block of Jackson Highway in Chehalis took a report of a burglary to an outbuilding that occurred sometime during the previous two weeks. Among the missing property is a Stihl backpack blower, a Stihl leaf blower, a Stihl chainsaw, an orange case containing a 300-foot long survey tape and five gas cans with approximately 25 gallons of fuel, according to the Lewis County Sheriff’s Office. The loss is estimated at $935, according to the sheriff’s office.

AUTO THEFT

• A stolen vehicle was recovered at the 1500 block of Delaware Avenue in Centralia about 10:10 .m. yesterday and returned to its owner.

VEHICLE PROWL

• Police were called about 11:40 a.m. yesterday to the 100 block of Southwest Interstate Avenue where an individual discovered that during the night someone had broken into their car, breaking a window. It was not immediately apparent if anything was missing, according to the Chehalis Police Department.

IMPAIRED BEHIND THE WHEEL

• Kevin C. Keeslar, 46, of Yelm was arrested and booked into the Lewis County Jail for being in physical control of a vehicle while driving under the influence when he was contacted by officers about 2 a.m. today behind the wheel of a running vehicle while under the influence of intoxicants. It happened at the 1800 block of Cooks Hill Road in Centralia, according to the Centralia Police Department.

News brief: Man without a home basically froze to death

CHEHALIS – An individual described by authorities as a deceased male person who appeared to be transient found in a Centralia park yesterday morning died of hypothermia.

Lewis County Coroner Warren McLeod indicated in a written statement the accidental death was due to exposure to the the cold environment.

The man was found dead in Rotary Riverside Park off Harrison Avenue and police were called to the scene just after 7 o’clock yesterday morning.

Tuesday’s high temperatures in the Twin Cities never got over 41 degrees. By 1 a.m., the thermometer had dropped to 32 degrees and stayed that way until after the man was found.

A Centralia police spokesperson yesterday said it didn’t seem suspicious, and she didn’t know why the man was at the park.

Coroner McLeod reported after an autopsy scheduled for today he couldn’t yet release the man’s name. Neither police nor the coroner have revealed even an approximate age.

“We have positively identified the decedent but have not yet been able to locate next of kin to make notification to them,” McLeod stated.

Massive amount of meth seized, locals arrested in connection with drug distribution ring

CHEHALIS – Five residents of Chehalis and Centralia were among 19 individuals arrested today during a sweep by federal drug authorities that netted more than 44 pounds of methamphetamine, fifty guns and at least $50,000 cash.

Today’s searches and arrests were led by the Drug Enforcement Administration in Washington, Arizona, and California, and originated from a February 2014 investigation by the West Sound Narcotics Enforcement Team, according to the U.S. Attorney’s Office.

Law enforcement served 24 search warrants on locations in Washington and Arizona today More than 20 vehicles were searched in connection with the investigation.

Previous seizures associated with this drug ring include more than five pounds of meth and more than $28,000, U.S. Attorney Annette L. Hayes stated in a news release.

The Lewis County Joint Narcotics Enforcement Team was among nearly 20 law enforcement agencies and groups involved. Other nearby agencies included the Vancouver Police Department, Grays Harbor County Drug Task Force, Cowlitz County Sheriff’s Office and Thurston Narcotics Team.

Those arrested today for alleged ties to the methamphetamine distribution ring will make their initial appearances today and tomorrow in U.S. District Court in Tacoma at 2:30 p.m.

News brief: Police investigating after body found in Centralia park

CHEHALIS – A man was found dead in Centralia’s Rotary Riverside Park this morning, according to the Centralia Police Department.

Police department spokesperson detective Patty Finch said officers were called just after 7 a.m. to the park off Harrison Avenue just east of Interstate 5.

It’s not yet known how he died or why he was in the park but it doesn’t appear suspicious, Finch said. She said she believed he was discovered by a “transient”.

“There are no wounds, there is no reason for us to believe it was a homicide,” Finch said.

The Lewis County Coroner’s Office will have to figure out the cause of death and who he is, Finch said.

Lewis County Coroner Warren McLeod indicated late this afternoon he has a tentative identification of the person and plans an autopsy for tomorrow.

Onalaska resident loses horses, gets jail time

CHEHALIS – An Onalaska woman convicted of animal cruelty in connection with horses seized from her this past spring was sentenced today to nine days in jail, according to the Lewis County Prosecutor’s Office.

Jennifer Jenkins appeared in Lewis County District Court in Chehalis this morning. She was convicted by a jury last month of one gross misdemeanor for each of the nine horses.

Judge R.W. Buzzard ordered her taken into custody immediately, Lewis County Chief Deputy Prosecutor Brad Meagher said.

Back in April responders were called to Jenkins’ home on the 2500 block of state Route 508 because a small horse had fallen onto its side into a mud hole in her pen. It took more than two hours to get it out and up.

The state veterinarian noted deplorable living conditions and prosecutors filed charges –  violations of Lewis County code – related to inadequate shelter and food.

Jenkins is prohibited from owning any animals for two years and she forfeits all rights to the horses, Meagher said. They’ll now have to be adopted out, he said.

Jenkins who has said she is disabled from the effects of a traumatic brain injury and spinal cord injury disputes the findings and has filed motions already in her case. Meagher expects she will appeal. She was represented by attorney David Brown.

Restitution for the animals’ care has not yet been determined, Meagher said.

In an unrelated animal cruelty case, prosecutors decided to drop charges against a Morton area man previously filed in Lewis County Superior Court and refile them in Lewis County District Court.

Richard D. Carlile, 29, was arrested when he went to pick up his dogs from the animal shelter on Sept. 30, thinking they’d they’d broken their chains and wandered away from the camp where he lived in the woods. The pitbulls had been found alone without food or water and in poor condition, according to prosecutors.

Meagher said prosecutors decided the better charges given the evidence are the same charges Jenkins was convicted of, gross misdemeanors.

News brief: Rural Chehalis resident admits to sexual abuse

CHEHALIS –  A rural Chehalis 19-year-old arrested this summer for sexual abuse of two younger female relatives pleaded guilty today in Lewis County Superior Court.

Conlan M. Craig has been held in the Lewis County Jail since his arrested on Aug. 1.

Judge James Lawler accepted Craig’s pleas to one count of second-degree child rape and one count of first-degree child rape.

The original allegations suggested incidents began when he was as young as 10 to 12 years old and the girls were as young as 5 years old. His lawyer David Arcuri told the judge the charges had been amended to include only activity after he turned 18 to make sure when he is sentenced, he will be on lifetime supervision.

His sentencing is scheduled for Feb. 8.
