Arson at Chehalis school under investigation

CHEHALIS – A fire alarm at W.F. West High School in Chehalis yesterday sent students outside and drew firefighters, and subsequently police who are investigating an arson.

Smoke filled the boys’ bathroom and drifted into the adjacent commons area, according to the Chehalis Fire Department.

Fire Investigator Derrick Paul said a janitor used a fire extinguisher to put the fire out, before leaving the building.

The fire department called at 1:05 p.m. summoned police and, along with the school resource officer, they spent about two hours investigating at the scene, he said.

It appeared someone ignited the plastic bag that contained the soap in a dispenser, he said. The damage was limited to maybe about $700 for cleanup, but the potential for something much worse was there, Paul said.

The walls are masonry, but the ceiling is not.

“It could have been bad, there’s a reason we’re investigating for a criminal act,” Paul said. “This didn’t just affect one person; it disrupted school for an hour and put the kids outside in the cold and rain.”

Because the school has cameras, investigators have two suspects, Paul said this morning.

Nobody was arrested, yet, he said.

CENTRALIA RESIDENT ASSAULTED BY TRAVELING SALESMAN

• An officer was called at 5:45 p.m. yesterday about an assault by a traveling salesman at the 1400 block of Jensen Avenue in Centralia. The subject was sexually aggressive toward a female customer inside her residence, according to the Centralia Police Department. Earlier this week, Centralia police warned the public to be cautious about door-to-door salespeople and advised that residents should not let them inside. The alert put out by Sgt. Pat Fitzgerald focused on the fact that in the past, officers have found that some of those they contacted had extensive criminal histories and used the job as a ruse to collect personal information for fraudulent purposes later. The incident on Jensen Avenue is under investigation, according to police.

ON THE ROAD

• The driver of a small pickup that collided with a small tree along the 500 block of Harrison Avenue in Centralia yesterday was found in cardiac arrest, according to authorities. Rescuers called at 4:20 p.m. to the wreck near Dutch Bros. Coffee stand transported the 67-year-old man to Providence Centralia Hospital, where they were unable to revive him, according to the police and fire departments. Centralia police report the conclusion was the medical incident caused the crash.

• A woman in her 20s was injured when a small passenger car collided with a barrier in the northbound lanes of Interstate 5 near the Harrison Avenue interchange in Centralia last night. Firefighters responding at 10 p.m. reported her condition as stable and that she was transported to Providence Centralia Hospital. The male occupant of the car, about her same age, was unhurt, according to Riverside Fire Authority.

FRAUD

• Centralia police were called about 10:45 a.m. yesterday about a counterfeit money order being passed at the 500 block of Harrison Avenue. There has been a suspect identified and the case is still under investigation, according to the Centralia Police Department.

THEFT AT MOTEL

• An officer took a report overnight of the theft of personal items and a television from an empty motel room at the 1000 block of Eckerson Road in Centralia.

CHEHALIS – A flood watch remains in effect through tomorrow morning for much of Western Washington, while forecasters this morning upgraded that to a flood warning for two Lewis County Rivers.

Expect minor flooding on the Cowlitz River from Randle through Riffe Lake as well as along the Newaukum River around Chehalis, the National Weather Service says.

A flood warning means flooding is imminent or actually occurring. A watch just means conditions are favorable for flooding and the public should monitor the weather.

Just after 10 a.m. today, the weather service said heavy rain over the southwest interior would drive the Newaukum River above flood stage at about 1 p.m. today, inundating many roads and residential as well as commercial areas along the Newaukum River and its forks.

Flooding in some areas could be deep and hazardous especially near rivers, according to the weather service service, prompting them to remind motorists of the dangers of driving through flooded areas.

Roads and surrounding areas that would be impacted include: Jackson Highway, Tune, Rush, Sommerville, Griel, Hamilton, Tauscher, Guerrier, Kirkland, Macomber, Rice, Senn, Lucas Creek, Middle Fork and North Fork roads.

The two rivers should fall back below flood stage this evening and tonight, according to the NWS.

The flood watch for other areas remains in effect through tomorrow morning, and includes the Skookumchuck River as well as others in Lewis, Thurston, Pierce and Grays Harbor counties.

While the rainfall rates eased up overnight, the threat of landslides continues through today.

DOMESTIC ASSAULT

• A 34-year-old Winlock man was arrested last night after his wife reported she was slapped and then choked until she couldn’t breathe. The victim called from another location and a deputy responding to the couple’s residence on Hining Road arrested Rory D. Maddox Jr. for second-degree assault, according to the Lewis County Sheriff’s Office. Maddox was booked into the Lewis County Jail, according to the sheriff’s office. The case is being referred to prosecutors for potential additional charges as he allegedly threatened to kill her as well, Chief Deputy Stacy Brown said. However, prosecutors declined to file the felony charge and moved the case for consideration of fourth-degree assault and misdemeanor harassment in Lewis County District Court.

HOSPITAL ASSAULT

• A 32-year-old Centralia resident being treated at a facility on the 900 block of South Scheuber Road in Centralia allegedly kicked a member of the medical staff in the head yesterday afternoon, leading to her arrest. Kazia D. Hartman was  booked into the Lewis County Jail for third-degree assault once she was cleared from treatment, according to the Centralia Police Department.

MYSTERIOUS ASSAULT

• After someone called 911 but then hung up about 12:30 a.m. today, an officer responded to the caller’s location and found a 57-year-old man who said someone came into his apartment on the 600 block of Northwest Center Street and choked him, according to the Chehalis Police Department. The man’s roommate slept through it, the victim didn’t see the intruder and he decided he didn’t need the officer to pursue the matter, according to police.

THEFT OF ELECTRONICS

• A deputy was called to a residence on the 100 block of Tucker Road in Ethel yesterday where an individual reported several items stolen, including an HP laptop computer, a Samsung phone and two checkbooks, according to the Lewis County Sheriff’s Office.

THEFT OF HONDA CAR

• Police were called shortly after 2 o’clock this morning about the disappearance of a green 1995 Honda Accord from the 600 block of F Street in Centralia. The car has a license plate of ACG 3210, according to the Centralia Police Department.

THEFT OF BANK CARD

• A debit card was reported stolen yesterday afternoon from the 500 block of South Tower Avenue in Centralia, according to the Centralia Police Department.

DRUGS AT SCHOOL

• A 17-year-old girl was arrested at W.F. West High School yesterday for possession of marijuana, according to the Chehalis Police Department. It was a very small amount loose in the bottom of a backpack, according to police. An incident report did not note how or why the girl’s backpack came to the attention of authorities, according to a police spokesperson. The girl was not booked; the case was referred to juvenile prosecutors for charging, police said.

VANDALISM

• Police were called about 2 p.m. yesterday to the 200 block of Northwest State Avenue in Chehalis where a vehicle window was damaged, possibly from  BB gun. The driver’s side window was intact but broken and had a hole in the center, according to the Chehalis Police Department.

• A vehicle was “egged” and its paint was scratched at the 300 block of East Oakview Avenue in Centralia, according to a report made to police yesterday.

Ricky Riffe loses appeal in Maurin murder case

CHEHALIS –  After his conviction two years ago, Ricky A. Riffe’s lawyer said his client contested everything about his conviction for the 1985 slayings of Ed and Minnie Maurin and in a 30-page opinion, the Washington State Court of Appeals has rejected all of Riffe’s claims.

At the end of a six-week trial in Lewis County Superior Court, the former Mossyrock man who was extradited from his his home in Alaska was condemned to nearly 103 years in prison, still maintaining he had nothing to apologize for regarding the case.

The elderly couple were found fatally shot in their backs on a logging road outside Adna, days after vanishing from from their Ethel farmhouse, in what prosecutors described as an abduction and a trip to their Chehalis bank at gunpoint to withdraw all their money.

Riffe, now 57, appealed his convictions for first-degree murder, first-degree robbery and first-degree burglary citing numerous reasons they should not stand.

In it’s decision filed on Tuesday, the three-member panel of judges unanimously affirmed the convictions.

“We hold that the trial court did not abuse its discretion when it (1) excluded Dr. Reinitz’s testimony, (2) admitted two composite sketches of Riffe, (3) admitted Riffe’s brother’s statement about killing before as an adoptive admission, (4) admitted Riffe’s former wife’s question to police, and (5) did not allow Riffe to improperly impeach a witness with her prior inconsistent statements,” Justice Lisa Sutton wrote.

“Next, we hold that Riffe’s right to due process was not violated and the trial court did not abuse its discretion when it denied Riffe’s motion for mistrial for the state’s alleged failure to disclose information about a witness’s plea agreement,” Sutton wrote. “Finally, we reject Riffe’s prosecutorial misconduct and cumulative constitutional error arguments, and his statement of additional grounds claims.”

Judge Richard Brosey presided over the autumn 2013 trial. His attorney was John Crowley.

Riffe was represented in his appeal by Seattle lawyer Suzanne Elliott. Handling the appeal for the Lewis County Prosecutor’s Office was Senior Deputy Prosecuting Attorney Sara Beigh.

Riffe and his younger brother were both implicated in the murders, but John Gregory Riffe died just before detectives traveled to Alaska to make the arrests in the summer of 2012. Ricky Riffe was convicted as the principal or an accomplice, in the case in which prosecutors at the end revealed they believed may have involved more perpetrators than just the two brothers.

Ed Maurin was 81, his wife Minnie was 83 years old when their lives were taken from them in December 1985.

THEFT FROM FRONT YARD

• Police were called to the 300 block of West Summa Street in Centralia at about 5:45 p.m. yesterday after an individual was seen getting out of an older motor home and stealing a desk and building materials from a front yard, according to the Centralia Police Department.

THEFT FROM BEHIND FENCE

• Centralia police were called about 3:30 p.m. yesterday to the 900 block of South Tower Avenue where someone tore down a fence and stole a blue sand rail, according to the Centralia Police Department.

THEFT OF GUNS

• The Lewis County Sheriff’s Office took a report yesterday that someone stole two firearms from a 71-year-old woman’s home on the 100 block of Bunker Creek Road west of Chehalis. Missing are a Ruger revolver and a Taurus pump-action 22 rifle, according to the sheriff’s office. It was determined they were taken between 8 a.m. and 6 p.m. on Nov. 4, Cmdr. Dusty Breen said. The loss is listed at $1,150, Breen said.

AUTO THEFT

• Chehalis police called yesterday to the Twin City Town Center parking lot about a car that had been there for some time discovered the green Acura had been reported stolen out of Centralia. The ignition was damaged and its owner was going to make arrangements to get it towed, according to the Chehalis Police Department.

CAR PROWL

• Centralia police were called about 6:15 a.m. today to a vehicle prowl at the 900 block of Marion Street. Taken were two chainsaws, according to the Centralia Police Department.

• Cigarettes and medications were reported stolen from a vehicle parked at the 1100 block of Harrison Avenue in Centralia, according to a report made to police about 7:25 p.m. yesterday.

• Chehalis police were called about 2:30 p.m. on Tuesday about a car prowl in a parking lot on Southeast First Street near Market Boulevard. Someone rummaged through the vehicle but nothing initially appeared to be missing, according to the Chehalis Police Department.

VANDALISM

• A deputy responding to an early-morning alarm at a business on the 100 block of Habein Road south of Chehalis found someone had shot up two windows and a door, according to the Lewis County Sheriff’s Office. It’s unknown exactly when it happened, as no alarm company called it in, but the deputy arriving about 4:45 a.m. on Tuesday noted the damage appeared to have come from a shotgun, according to the sheriff’s office.

• A deputy was called to the 700 block of Ninth Street in Vader yesterday where someone vandalized a car, breaking out windows and spray painting various parts of its hood, fender and trunk. The 2013 Subaru WRX belongs to an 18-year-old Chehalis man and the incident occurred between 1 a.m. and 10 a.m. yesterday, according to the sheriff’s office.

• An inmate at the Lewis County Jail reportedly got upset and punched a kiosk, breaking it and causing $1,000 in damage. A deputy investigating the incident on Tuesday afternoon arrested 30-year-old Billy R. Edwards-Reser for second-degree malicious mischief, the Lewis County Sheriff’s Office reported this morning. The kiosk is a device used for inmates to communicate with jail staff.

• Graffiti taggings were found yesterday morning on a building at the 600 block of North Tower Avenue in Centralia.

• Chehalis police on Tuesday took reports of graffiti taggings on a wall behind the 700 block of South Market Boulevard, on a storage shed at the 1900 block of South Market Boulevard, at the bus garage on the 200 block of Southwest Third Street, and on a garage and a fence at the 200 block of Southwest First Street. Most reports specified black spray paint was used.

THREAT

• Police responded about 4:30 p.m. yesterday when an auto dealership on the 1900 block of Southwest Louisiana Avenue in Chehalis reported getting two phone calls, one in which an individual threatened to kill them all if someone did not come to their home immediately. The call came from a number in the Chicago area and in a call back to that number, a dispatcher was told a child had been playing on the phone, according to the Chehalis Police Department.

ON THE ROAD

• A 74-year-old Chehalis woman was arrested for driving under the influence after her vehicle collided with a power pole yesterday evening at the 100 block of Twin Oaks Road west of Chehalis. Information from individuals who witnessed her driving prior to the approximately 6:10 p.m. wreck led to a deputy requesting a search warrant to get a blood draw for testing, according to the Lewis County Sheriff’s Office. Sheila K. Swanson sustained minor injuries such as abrasions and after a trip to the hospital, she was booked into the Lewis County Jail, Cmdr. Dusty Breen said.

BREAK-IN CENTRALIA

• An officer was called to the 1400 block of Oxford Avenue in Centralia at 11 a.m. yesterday for a burglary to a shed. Tools were missing, according to the Centralia Police Department.

VANDALISM

• Centralia police were called around 2 p.m. yesterday about tires slashed overnight on a vehicle at the 700 block of Centralia College Boulevard.

ON THE ROAD

• The occupant of a passenger car that sustained significant rear end damage in an overnight collision with a semi truck on Interstate 5 in Centralia was hospitalized for minor injuries, according to Riverside Fire Authority. The big rig, which was hauling food products, had front end damage but its driver was unhurt, according to the fire department. The cause of the approximately 2:10 a.m. wreck in the southbound lanes is under investigation by the Washington State Patrol.
