Mossyrock city official jailed for alleged theft

CHEHALIS – Mossyrock’s city clerk was arrested yesterday afternoon for first-degree theft and misappropriation by a public official.

Doneia A. Santiago was booked into the Lewis County Jail.

The Morton Police Department, which handles law enforcement services for the small central Lewis County city, is investigating.

Morton Police Chief Roger Morningstar said this morning he couldn’t yet discuss the case, because it is ongoing.

He said he began looking into it as soon he was informed of an issue by Mossyrock Mayor Thomas Meade.

“Mayor Meade was very quick to get on board as soon as he was notified by the bank,” Morningstar said.

The community of some 750 people employs just three individuals full time at city hall, according to the most recent report from the Washington State Auditor’s Office. It operated on revenues of approximately $762,000 in 2014.

Santiago was listed as the clerk-treasurer in the report issued on Nov. 16 of last year. The 53-year-old resides in Salkum.

The accountability audit report on the city’s compliance and safeguarding of public resources stated that in most areas audited for the 2014 calendar year, the city was in compliance.

“However, we noted certain matters that we communicated to city management in a letter dated November 10, 2015, related to cost allocation,” the audit’s authors wrote. “We appreciate the city’s commitment to resolving those matters.”

Santiago is tentatively scheduled to appear this afternoon at 4 p.m. in Lewis County Superior Court.

THREE INJURED IN MORTON WRECK

• A 6-year-old boy in one vehicle was injured and three little girls in another were reportedly unhurt in a collision yesterday afternoon on U.S. Highway 12 at Morton. Two adults were hurt as well, according to the Washington State Patrol. Troopers called at 4:50 p.m. found the Honda Civic and Oldsmobile Silhouette van both totaled. Teshia M. Reed, 29, from Spanaway, was southbound on state Route 7 and turned left to head east on U.S. Highway 12, according to the state patrol. Her Civic struck the westbound van, the investigating trooper reported. The van’s driver, 55-year-old John Jakubowski, from Randle, was also reportedly unhurt. However, his passenger 38-year-old Dora M. Jakubowski, Reed and Reed’s 6-year-old passenger were all transported to Morton General Hospital, according to the Washington State Patrol. The state patrol indicated Reed failed to yield the right of way and faces charges of reckless endangerment and vehicular assault as well as a ticket for driving without a valid license. Alcohol appeared to be involved, according to a preliminary summary of the incident.

VIOLENCE

• A 31-year-old woman was arrested for second-degree assault overnight after Centralia police were called to a fight in a parking lot at the 1000 block of Scammon Creek Road. Officers responding to the approximately 1:20 p.m. call booked Mandy L. Williams, of Centralia, into the Lewis County Jail, according to the Centralia Police Department.

• A 26-year-old Centralia man was arrested after police responded about 5:30 p.m. yesterday to an altercation at a bar on the 100 block of South Tower Avenue. Gregorio Cordero was booked into the Lewis County Jail for fourth-degree assault, according to the Centralia Police Department.

• Centralia police responded to an approximately 3:10 p.m. call yesterday at the 1600 block of Eshom Road where an individual allegedly violated a protection order and damaged the front door as he was leaving. The case is being investigated as a second-degree burglary, according to the Centralia Police Department.

SHED BURGLED

• Police were called to the 1400 block of Lewis Street in Centralia on Friday afternoon about a break-in to a shed. Taken were two hand drills, according to the Centralia Police Department.

CASH MISSING

• Centralia police were called to the 1400 block of Lois Lane just before 11 a.m. on Friday to take a report of the theft of money from a residence.

ON THE ROAD, OFF THE ROAD

• A 19-year-old Centralia woman was injured this morning when she fell asleep at the wheel and wrecked her Jeep Grand Cherokee on a Grays Harbor County highway. Troopers called just after 8 a.m. to state Route 8 two miles east of McCleary report Alycia I. Gerou was transported to Capitol Medical Center. Gerou was eastbound when her vehicle began to swerve, left the roadway and spun into the cable barrier median, according to the Washington State Patrol. She was not wearing a seat belt and is expected to be cited for second-degree negligent driving, according to the state patrol. The totaled Jeep was impounded.

VEHICLE THEFT

• Centralia police were called at 8:10 p.m. yesterday about the  theft of a gray 1989 Ford F350 pickup truck from the 600 block of North Tower Avenue. It has a license plate reading B13924P, according to the Centralia Police Department.

VEHICLE PROWL

• Police were called about 2:20 p.m. yesterday regarding a purse stolen from a vehicle at the 1000 block of West Main Street in Centralia.

FRAUD

• Chehalis police were contacted yesterday morning by a business on Northwest Louisiana Avenue following a phone call in which someone tried to transfer money via phone to Western Union. It seemed suspicious and the caller was “smooth” but the transfer wasn’t made, according to the Chehalis Police Department.

HOUSEHOLD THEFT

• Chehalis police were called yesterday to Southwest 11th Street where some marijuana went missing and a family member was suspected.

MAYBE NOT A THEFT

• The Lewis County Sheriff’s Office said this morning an outdoor lantern believed stolen from the 100 block of Topaz Court outside Winlock turned out to be misplaced. The 76-year-old woman who reported on Wednesday she thought her home was burglarized on Monday thinks her missing Ellipsis 8 electronic tablet may also have been misplaced, according to the sheriff’s office.

STOLEN FIREARMS LOCATED

• Lewis County sheriff’s deputies have recovered several stolen guns and other items in connection with a burglary last week at the 400 block of Coal Creek Road outside Chehalis. Members of the Sheriff’s Enforcement Team served a search warrant on Wednesday off Steam Boat Island Road NW northwest of Olympia, according to the Lewis County Sheriff’s Office. Deputies were called on the evening of June 15 when a 52-year-old man discovered his home had been broken into and ammunition as well as at least eight rifles and two handguns were missing. The loss was over $10,000. No arrests have yet been made in the case, Cmdr. Dusty Breen indicated this morning.

News brief: Chehalis gunshot victim recovering

CHEHALIS – The 30-year-old man found with a gunshot wound behind a West Main Street business in Chehalis early Wednesday remains hospitalized, according to the Chehalis Police Department.

Police and firefighters responding to the man’s 911 call about 3 o’clock that morning found he was injured in the stomach area. A shotgun was recovered. The man was airlifted to Harborview Medical Center in Seattle.

Chehalis Police Department Deputy Chief Randy Kaut said he understood the victim was staying in a camper nearby and working security.

Kaut said this morning he was informed yesterday afternoon the patient remained in the intensive care unit but was listed as stable.

The investigation is wrapping up, according to Kaut.

“At this point, it looks like it was self-inflicted and not an accident,” Kaut said.

Police: FBI case leads detectives to Toledo man who offered dog online for sex

CHEHALIS – A retired firefighter who’s never even had a speeding ticket found himself visited by members of three law enforcement agencies at his Toledo area home after his alleged instant messages showed up amid an FBI investigation into a couple arrested for child sex crimes.

The Seattle Police Department today said investigators with its Internet Crimes Against Children task force discovered he had offered his dog up online for sexual encounters and had exchanges with the couple in which he said he liked to watch adults sexually abusing children, offered to set up an encounter with a young child, and later asked for, and received, a picture of the husband’s genitals.

In the chat, he allegedly asked many questions about the man’s daughter, according to court documents.

ICAC detectives obtained a search warrant for his Yahoo account and traced the email and messages back to the 58-year-old Toledo man.

Investigators soon discovered he had also posted elsewhere online, allegedly offering to provide his German shepherd to another person for a sexual encounter.

“He included a detailed description of his dog’s genitals, and bragged about previously coordinating a sexual encounter between a neighbor and his dog, which he said was witnessed by another young child,” a Seattle Police Department writer stated in SPD’s Blotter today.

A detective who examined his emails supplied one of them to local prosecutors which is said to be his response to a Craigslist advertisement titled, “Phone sex about your family member-I call you- m4m.”

Part of his alleged response: “Hey there, love taboo talk and chat, I have a fantasy about my niece who is a little girl … ”

At about 5:45 a.m. on Monday, detectives with ICAC were assisted by members of the Toledo Police Department and the Lewis County Sheriff’s Office in “executing a search warrant” at the home on the 1800 block of state Route 505 in Toledo.

Wayde G. Rice was interviewed and his computer devices examined, according to court documents. An image of child pornography is described in the affidavit of probable cause filed in Lewis County Superior Court.

Rice was arrested, booked into the Lewis County Jail and charged with one count of first-degree possession of depictions of minor engaged in sexually explicit conduct. The offense has a maximum penalty of 10 years in prison.

When Rice was brought before a judge on Tuesday afternoon, handcuffed and dressed in green jail garb, lawyers discussed what his bail should be.

Lewis County Deputy Prosecutor Intern Amber Caulfield noted the defendant has no criminal convictions in his past.

Temporary defense attorney Joely O’Rourke told the judge her client is a longtime Lewis County resident, retired after some 30 years of fighting fires in California.

“He’s never even had a speeding ticket,” O’Rourke said.

Lewis County Superior Court Judge Richard Brosey allowed Rice release on a $25,000 unsecured bond. The judge ordered him to stay off the Internet.

According to charging documents, Rice spoke to a detective after his Miranda warnings.

He said the conversation with the man the FBI was investigating was just fantasy, that he didn’t believe “Rick” was real.

“Wayde stated he only has fantasies and he would never act on them,” Lewis County Deputy Prosecutor Melissa Bohm wrote in charging documents.

He denied having any images of child sexual exploitation, but stated he had seen some when the Internet first came out, Bohm wrote.

The SPD Blotter author noted that detectives learned he had recently relinquished ownership of his dogs.

“They are now investigating whether any of the animals, including the German shepherd, were abused and are working to ensure they are well cared for,” the author wrote.

Rice, though O’Rourke, told the judge he plans to retain an attorney. His arraignment is scheduled for June 30.

THEFT, THEFT, THEFT

• A deputy responded yesterday afternoon to a residential burglary at the 100 block of Topaz Court outside Winlock. It appeared someone manipulated the lock on a sliding door to get inside, according to the Lewis County Sheriff’s Office. Stolen was an Ellipsis 8 electronic tablet and an outdoor lantern, according to the sheriff’s office. Cmdr. Dusty Breen said the incident occurred on Monday between 9 a.m. and 7:30 p.m.

• Centralia police were called about 6:15 p.m. yesterday to the 1000 block of L Street where a motorcycle had been stolen from a garage. It was subsequently found a couple of blocks away, according to the Centralia Police Department. Police are investigating.

• Centralia police were called to the 800 block of Ham Hill Road in Centralia about 12:15 p.m. yesterday where a bicycle had been stolen from a garage.

• A lawn mower was reported stolen yesterday from the 600 block of K Street in Centralia.

• A 38-year-old homeless person was arrested about 12:30 p.m. yesterday for second-degree theft in a case associated with the 1800 block of Cooks Hill Road in Centralia. Jason A. Landry was booked into the Lewis County Jail, according to the Centralia Police Department.

• An unspecified type of yard ornament was stolen from inside a fenced yard at the 700 block of Euclid Way in Centralia, according to a report made to police yesterday.

• Police were called at 7:50 p.m. yesterday to a vehicle prowl at the 600 block of Harrison Avenue in Centralia. A window was smashed and someone rummaged through the vehicle but it’s unknown if anything is missing, according to the Centralia Police Department.

FRAUD

• Chehalis police were called about 9:25 a.m. yesterday to Bishop Road about a suspected altered prescription. The case is under investigation, according to the Chehalis Police Department.

UNDERAGE DRINKING

• Chehalis police were called about 7:40 p.m. yesterday and told a 15-year-old girl had been drinking beer taken from a relative’s home. The case is being referred to prosecutors for possible charges of third-degree theft as well as minor in possession/consumption of alcohol, according to the Chehalis Police Department.

VANDALISM

• Centralia police were called to the 2600 block of Eureka Avenue at 7:20 a.m. yesterday where someone had intentionally struck several garbage cans with their vehicle.

BREAK-IN CHEHALIS

• Chehalis police were called about 9:50 p.m. yesterday for a burglary at a house on the 400 block of Southwest 14th Street. The case is still under investigation, according to the Chehalis Police Department.

• The Lewis County Sheriff’s Office reported this morning that an Arctic Cat ATV vanished from a barn on the 200 block of Carroll Road outside Chehalis sometime between June 15 and Monday. The owner said it was stored there for farm use and the tenants didn’t see or hear anything, according to the sheriff’s office. The loss is $4,000.

THEFT CENTRALIA

• Centralia police were called about 11:30 a.m. yesterday regarding a burglary to an unlocked garage at the 200 block of West Cherry Street. Missing is a Stratocaster guitar and some change, according to the Centralia Police Department.

• Police were called at 12:35 p.m. yesterday about property stolen from the rear yard at the 500 block of K Street in Centralia. Taken was a Yamaha TT600 cc motorcycle, a Honda lawnmower and a bicycle, according to the Centralia Police Department.

• A Centralia man who lives at a camp site just north of the 1600 block of Delaware Avenue reported yesterday that when he woke up his bicycle and visitor from the night before were both gone. Shannon K. Kilgore, 47, a homeless Centralia resident, was located with the bike near the 600 block of North Tower Avenue and arrested for third-degree theft and an outstanding warrant, according to the Lewis County Sheriff’s Office. Kilgore was booked into the Lewis County Jail. The bike was returned to its owner, Chief Deputy Stacy Brown said this morning.

MISSING PLATE

• Chehalis police yesterday took a report of a license plate stolen from a car, although the victim didn’t know where it occurred.

DRUGS

• Police were called to Green Hill School yesterday afternoon regarding marijuana found in a cell. The case is still under investigation, according to the Centralia Police Department.

• Three people were arrested yesterday after drug detectives conducting surveillance on a Chehalis motel watched a visit they suspected was to sell methamphetamine to a pair of guests. The surveillance by JNET began at an unspecified time on Monday, according to charging documents and all three were booked into the Lewis County Jail yesterday. Kelly R. White, 22, and Deanangelo O. Dunn, 32, were charged today in Lewis County Superior Court with possession of meth as well as endangerment with a controlled substance as they allegedly admitted smoking the drug in the presence of their 3-month-old baby. The visitor, Daniel J. Barton, 31, of Centralia, was charged with delivery of meth, possession of meth with intent to deliver (based on 6.7 grams of the drug police said they found in his pocket) and possession of (several pills) hydrocodone. Barton’s bail was set this afternoon in court at $10,000. The Chehalis couple was allowed release on $5,000 unsecured bonds.

VANDALISM

• Chehalis police were called about 7:10 a.m. today regarding a window shot with a BB at the 400 block of Northwest Prindle Street.

THREAT: “GUT HER LIKE A FISH”

• A 59-year-old Winlock man was charged yesterday in Lewis County Superior Court with harassment for allegedly telling a woman passenger in his car if she ever tried to leave him again, he was going to gut her like a fish. The woman said the two were arguing and when he made the statement, he stuck his hand behind his back as though reaching for a knife, according to court documents. The woman told a deputy she allowed Robert W. Puckett drive her back to his home on Wilson Road in Winlock on Monday, although he has a history of stalking her and she cannot get away from him, court documents relate. Puckett reportedly told the deputy the disagreement was whether the two of them are in a relationship with him believing they are and her believing they are not. Puckett also told the deputy when his van stopped in front of his house, she jumped out and ran down the road. The crime has a maximum penalty of five years in prison. Puckett was booked into the Lewis County Jail but yesterday in court was allowed release on a $10,000 unsecured bond.
