CHARGES FILED RE: MARIJUANA PLANTS DISCOVERED AFTER HOUSE FIRE

• A 48-year-old man who vanished after reportedly agreeing to work with law enforcement when a Salkum-area house fire revealed an indoor marijuana growing operation on Christmas Eve day was booked into the Lewis County Jail yesterday on a $10,000 arrest warrant.

Timothy A. Neal lives in Oregon, his temporary defense attorney told a judge this afternoon in Lewis County Superior Court. Charges filed against Neal for manufacture of marijuana late last month indicate that Neal spoke with a sheriff’s deputy after firefighters passed along information about what they saw inside after extinguishing the blaze on the 200 block of Fuller Road. The large, old two-story farmhouse was destroyed by the fire. Neal allegedly said he stayed there and tended the plants for his landlord, while the landlord was out of town, according to charging documents. The landlord has been summonsed to appear also in Lewis County Superior Court. Judge Andrew Toynbee today agreed Neal could be released from jail pending trial on an unsecured $10,000 bond.

THEFT

• Centralia police were called to the 1100 block of South Scheuber Road at 3:20 p.m. yesterday regarding the theft of two flags and a milk jug.

INVESTIGATION

• Centralia police were called about 12:15 p.m. yesterday to take a report of inappropriate touching involving a child.

DOMESTIC INCIDENT

• A 24-year-old man was arrested yesterday because he allegedly went into the residence where his wife and their three children live in Winlock very early on Tuesday morning where he is prohibited from going because of a protection order. Rylon D. Kurtzbein allegedly had alcohol on his breath when he grabbed his wife by her arms and face, before she slapped him and told him to leave, according to charging papers. He was booked into the Lewis County Jail and then charged today in Lewis County Superior Court with residential burglary and violation of a court order. His bail was set at $20,000.

SEXUAL ABUSE

• A 30-year-old former rural Centralia resident was arrested yesterday following an investigation by the Lewis County Sheriff’s Office in which he was accused of twice late last year of engaging in sex with a 13-year-old girl. Frank I. Flores was charged today in Lewis County Superior Court with second-degree rape of a child and his bail was set at $50,000.

A fire investigator begins looking into the cause of the fire at a Chehalis residence.

CHEHALIS – Six adults and two small children are without a home after a fire broke out this morning on Southwest 14th Street just east of Wilson Avenue in Chehalis.

Everyone was out of the two-story residence by the time Lewis County Fire District 6 Chief Tim Kinder arrived on the scene, but a man and a woman were taken to the hospital for breathing and/or smoke issues.

“When we pulled up, there was fire coming out the second story window,” Chehalis Fire Department Capt. Ted McCarty said.

Crews found flames on the upper floor and in the attic area, McCarty said.

“A lot of smoke damage throughout,” he said.

Genessa Glidden said she had just recently signed up with the owner Judy Chafin to be a caregiver there. Chafin was at the hospital and Glidden worked with authorities today to see about getting five cats out of the house.

The city red tagged the building as uninhabitable.

Members of the Red Cross and a Lewis County chaplain were at the scene assisting.

“We’re here to take care of them,” Malcolm Hanrahan of the Red Cross said. “They’ll have a place to stay tonight and something to eat.”

Kinder said 15 firefighters from four departments extinguished the fire. It was reported at 9:38 a.m. The cause is under investigation.

Chafin and the city had issues a few years back relating to zoning when she opened up her home to newly released prisoners and others who needed help getting back on their feet.

At the time, she called the home House of the Rising Son and she operated numerous halfway houses in the county.

In 2014, she was convicted for a prescription drug possession offense and given 30 days of house arrest for what a jury learned were a former housemate’s morphine pills left out in a common area which she scooped into her purse because she had her small grandchild living with her.

An anonymous complaint to the state Department of Labor and Industries around the same time took her to Lewis County Superior Court, with criminal prosecutors contending her performance of landlord-like services meant she wrongly collected disability benefits for a 2006 on-the-job injury. She was acquitted.

Chehalis Police Department Chief Glenn Schaffer today said an officer was called to the house recently and noticed a significant number of people residing there again.

Paperwork put together by the police department, the city’s community development section and the city attorney with notices of zoning and code violations are either ready to send or have already been mailed to Chafin, according to Schaffer.

“This zone should be for a single-family house,” the chief said.

‘TRANSIENTS’ SUSPECTED IN ACCIDENTAL SHED FIRE

• Firefighters suspect carelessly discarded smoking material ignited a fire today in a lean-shed adjacent to a detached garage in north Centralia. A crew called at 12:36 p.m. to the 1300 block of Crescent Avenue put the flames out with a hand-line, according to Riverside Fire Authority. The shed had been broken into and was believed to have been occupied by transients, according to Fire Capt. Tim Adolphsen. The damage was described as light.

GUN MISSING

• A firearm was stolen from a vehicle parked at the 700 block of E Street in Centralia, according to a report made to police just before 4 p.m. yesterday.

FRAUD

• Centralia police were called at 3:15 p.m. yesterday to take a report of fraudulent use of a debit card at an ATM on the 600 block of South Tower Avenue.

DRUGS

• A 29-year-old woman from Westport was arrested for possession of methamphetamine yesterday morning after she was pulled over on Forest-Napavine Road by a deputy who randomly ran her registration and discovered she was driving with a suspended license and had outstanding warrants. Meaghan D. Bender was booked into the Lewis County Jail and then charged today with the same offense in Lewis County Superior Court.

• A 52-year-old Chehalis woman was arrested yesterday as she was leaving her apartment on Chehalis Avenue for allegedly selling an unspecified amount of heroin to an informant sometime between last Nov. 1 and Dec. 15. Charging documents allege suspected drugs were discovered in her purse. Jerry L. Peterson was booked into the Lewis County Jail for delivery of a controlled substance and possession of a controlled substance.

• A 31-year-old Centralia man was arrested yesterday at a residence on G Street in Centralia for allegedly three times selling heroin to a confidential informant since Jan. 1. Johnny R. Cyr  was booked into the Lewis County Jail for three counts of delivery of a controlled substance in the case investigated by the Joint Narcotics Enforcement Team.

ON THE ROAD, OFF THE ROAD

• A 41-year-old driver sustained minor injuries when his Cadillac Seville wrecked along the 1200 block of Pe Ell-McDonald Road in west Lewis County yesterday afternoon, according to the Lewis County Sheriff’s Office. Deputies responding to the approximately 4:30 p.m. rollover crash noted the car appeared totaled. Matthew T. Potter, of Chehalis, was transported to Providence Centralia Hospital, according to the sheriff’s office. A search warrant was applied for and granted for a blood draw as Potter showed signs of intoxication, Capt. Curt Spahn said. Potter was later arrested and booked into the Lewis County Jai for driving under the influence, driving with suspended license and an interlock device violation, Spahn said.

News brief: Centralia apartment arson suspect enters guilty plea

CHEHALIS – The former Centralia apartment manager accused of setting a fire at a building where she lived and worked pleaded guilty today to one count of first-degree arson.

Kathrin L. Turner went before a judge today in Lewis County Superior Court with her attorney, David Arcuri.

Turner’s eyes stayed on the judge as she replied, “guilty”.

Centralia police investigated after two small fires were set on two consecutive mornings at the 1100 block of Scammon Creek Road. Turner told responders she used a fire extinguisher to put out the flames that damaged an approximately 15 square foot area of exterior siding on Nov. 3.

Three days later, Turner was found in the bathroom of a common area of the complex with life-threatening lacerations and taken to Tacoma General Hospital where she spent 45 days, according to authorities.

Centralia police concluded she’d cut her own throat and wrists.

Judge Andrew Toynbee accepted her plea and scheduled her sentencing for 11 a.m. on May 10.

She faces a standard sentencing range of 21 to 27 months in prison.

Arcuri said the reasoning behind his client’s and the prosecutor’s thinking will likely be made more clear at that hearing.

News brief: Morton residence claimed by morning blaze

CHEHALIS – A fire investigator is looking into the cause of a fire that destroyed a Morton area home today.

Nobody was home and nobody was injured, according to Lewis County Fire District 4.

Firefighters were called about 7:30 a.m. to the mobile home park on Chapman Road, off state Route 508 just west of town, according to Fire Chief Dan Powell.

“There were actually mobile homes on both sides, but no damage to them,” Powell said.

They were assisted by members of Lewis County Fire District 3.

Powell said a small camp trailer was lost as well.

The person who resides there was away this morning, the chief said.

CHEHALIS – An elderly woman escaped safely when an oxygen machine and bed caught fire during the night at a home near Providence Centralia Hospital.

Firefighters called about 2 o’clock this morning to the 600 block of Nick Road found flames in the bedroom of the mobile home, according to Riverside Fire Authority.

They were joined by the Chehalis Fire Department and extinguished the fire, which was confined to the bedroom, according to Capt. Scott Weinert.

The mattress was almost completely consumed and damage was mainly the bed and adjacent furniture however there was smoke damage throughout the residence, according to Weinert.

The woman got out before the first crew arrived and suffered a minor burn injuries to her torso, according to the fire department. She was transported to Providence Centralia Hospital for evaluation, Weinert said. He described her condition as stable.

The fire is believed to have started when the occupant fell asleep with a lit cigarette, Capt. Tim Adolphsen stated in a memo this afternoon.

Though smoke alarms were present, they were not working.

Toledo child porn case leads to prison

CHEHALIS – The 26-year-old Toledo man arrested and charged late last year with possession of child porn was sentenced this morning to six years and five months in prison.

Chriss Grammount previously pleaded guilty as charged, to three counts of first-degree possession of depictions of minor engaged in sexually explicit conduct and one count of second-degree possession of depictions of minor engaged in sexually explicit conduct.

When he appeared before a judge today in Lewis County Superior Court, Grammount said he knew what he did was inappropriate and he was sorry.

“Once I get out, I want to get out and do what you guys ask me to do and keep myself on a straight path,” he told the judge.

Grammount, who previously worked at Wal-Mart, was arrested on Dec. 1, following an investigation by the Lewis County Sheriff’s Office based on the receipt of information from the Internet Crimes Against Children Task Force. Prosecutors said he used his phone to download videos from Kik and transfer them to a publicly available Dropbox account in which his user name and associated email address were his own first and last names.

Lewis County Deputy Prosecutor Melissa Bohm and defense attorney Kevin Nelson recommended Grammount be given 77 months, the low end of the standard sentencing range.

Judge Andrew Toynbee agreed with their advice, based in part on what he called cognitive and educational issues described in the pre-sentencing report.

He also ordered him to pay $1,500 in fines and fees plus a $4,000 “minor depiction fee”.

Grammount was taken into custody at the end of the hearing. When he is released from prison, he will be on community custody for three years.
