DOMESTIC ASSAULT

• A 48-year-old Randle man was arrested for second-degree assault and third-degree malicious mischief after a series of events reported by his girlfriend at about 1:30 p.m. yesterday. A deputy was summoned to the Randle fire station where the woman said the night before he had choked her and given her a black eye, according to the Lewis County Sheriff’s Office. She said she didn’t report it at the time because he threatened to take her dogs away, but as she was loading her truck and trying to leave, he allegedly jumped into the bed of the pickup and began throwing items out of it, according to the sheriff’s office. He also allegedly smashed her truck’s rear window. David R. LaChance and booked in to the Lewis County Jail, Chief Deputy Stacy Brown said. The license plate number of the suspect truck led to the registered owner’s residence, according to police. Judy M. Tokstad, 67, of Centralia, said she didn’t recall hitting any vehicles but was issued citations for hit and run, Officer John Panco said. She was then released.

• A 27-year-old Chehalis man is in satisfactory condition today at Harborview Medical Center in Seattle after his car crossed into the oncoming lanes of a divided highway about three and a half miles south of Shelton yesterday. Troopers called at 1:20 p.m. to U.S. Highway 101 found that Caleb L. Simons’ 1984 Chevrolet Caprice had been northbound but drifted to the left, hit the cable barrier and continued through the median and struck the driver’s side of a southbound car, according to the Washington State Patrol. The Toyota Corolla was knocked about 30 feet down an embankment. Its driver, James E. Spear, 60, of Bellingham was wearing a seat belt and reportedly not injured but it’s unknown if Simons was wearing his seat belt, according to the state patrol. Simons was airlifted to the Seattle hospital. The cause of the collision remains under investigation, according to the patrol.

David Serrano Mosso was northbound traveling much faster than the 40 mph posted speed limit when he left the roadway at a curve going airborne, bouncing once, striking a fence post and landing about 100 feet off the roadway into a wire fence, according to responders. Aid and deputies responding to the approximately 2:45 p.m. call found him unconscious, according to the Chehalis Fire Department. The Centralia resident was wearing a helmet but it showed it took a severe blow, according to the Lewis County Sheriff’s Office. The 1995 Kawasaki XZ 1100 was totaled, Chief Deputy Stacy Brown said. Mosso was transported to Providence Centralia Hospital and is to be cited for several offenses including not having a motorcycle endorsement, driving with a suspended license and not using an ignition interlock device, according to Brown.

Wildlife officers captured a cougar yesterday that was discovered in a tree in the front yard of a Grand Mound area residence.

The big cat was about 12 feet up in a Douglas fir, just south of 183rd Avenue Southwest, a few miles east of Interstate 5.

Monique Hibberd, who works nights at a casino, said her husband woke her at about 11:30 a.m.

“My husband was so excited, he said, ‘there’s a lion in our tree’,” she said. “I go, ‘you mean, a cougar’? He’s like, ‘I don’t know. It’s huge.’ ”

So Hibberd went outside near her car, to take a look.

“I could see her face, she was pretty,” she said. “So we just backed out, and called 911.”

The couple stayed inside their house and watched while a team that included a Thurston County sheriff’s deputy and officers with the Department of Fish and Wildlife took care of it.

“They were so good, so gentle with her,” Hibberd said.

The cougar was shot with a tranquilizer dart and after waiting for it to take effect, an officer put a ladder against the trunk, to coax the cougar down, Hibberd said.

The Hibberds were told it was somewhat out of the ordinary for the animal to be found where it was, inside a fenced yard with no livestock.

“The deputy did say there’d been sightings on Danby,” he said.

They think their dogs treed the cougar, as they had been barking, she said.

The young adult female was put into a trailer and taken away to the forest, according to the Thurston County Sherif’s Office.

“The best part is knowing she had a good outcome,” Hibberd said. “The best part is knowing she is able to be released out onto the land.”

FROM THE COURTHOUSE

• A Centralia woman arrested late last year for coercing a girl into giving her oral sex entered into a plea agreement in which she was convicted of four counts of third-degree rape of a child. Chrystal G. Munoz-Rosales was given a five-year sentence but will spend 12 months in jail and the rest of time in a program that includes sexual deviancy treatment, according to the Lewis County Prosecutor’s Office. During that time, she’ll be on community custody with the state Department of Corrections, Lewis County Senior Deputy Prosecutor Will Halstead said. The deal was made under the so-called Special Sex Offender Sentencing Alternative, something that can’t be done if the victim and perpetrator are strangers to each other, according to Halstead. “If she fails out at any point, she’ll got to prison for whatever time is left,” Halstead said. A charge of first-degree rape of a child was dropped, relating to an early allegation an incident occurred when the girl was 9 years old. The investigation began when the Centralia Police Department was given information from Child Protective Services regarding a 16-year-old girl last September. The abuse took place in a shared household, according to prosecutors. No assaultive violence was alleged. Munoz-Rosales pleaded guilty several weeks ago in Lewis County Superior Court and was sentenced on Thursday. Sixty months is the top of the standard sentencing range for the offense, involving a child who is 14 years old or 15 years old. Halstead said the victim agreed with the plea deal if Munoz-Rosales was found eligible for the SSOSA, though changed her mind on Thursday and said she’d like the now 38-year-old woman to spend the entire time locked up. Among the list of criteria Munoz-Rosales had to meet was taking a polygraph to prove there were no other victims, Halstead said. Judge James Lawler also ordered Munoz-Rosales to have no contact with any minors other than her own son.

News brief: Campfires are cool again

Saturday, September 19th, 2015

By Sharyn L. Decker
Lewis County Sirens news reporter

The city of Chehalis lifted its ban on recreational campfires yesterday following similar actions earlier in the week in the city of Centralia and in unincorporated areas of Lewis County.

But Chehalis Fire Chief Ken Cardinale wants the public to continue to be careful.

“I strongly encourage all city residents and property owners to still take proactive fire prevention measures,” Cardinale said in a news release yesterday afternoon.

•••

Lee Napier, the Lewis County community development director, acting as the county fire marshal, on Monday indicated she made a careful review of the current and extended weather forecast and determined conditions within Lewis County have improved.

Recreational campfires are once again allowed in designated campgrounds and on private lands if built in the following manner, according to Napier:

• The campfire shall be no greater than three feet in diameter and constructed of a ring of metal, stone or brick 8-inches above surface with a two foot wide area clears down to exposed soil surrounding the outside of the pit.
• The campfire shall have an area at least 10 feet around it cleared of all flammable material and at least 20 feet of clearance from overhead flammable materials or fuels.
• The campfire must be attended at all time by a responsible person at least 16 years old with the ability to extinguish the fire with a shovel and a five-gallon bucket of water or with a connected and charged water hose.
• Completely extinguish campfires by pouring water or moist soil in them and stirring with a shovel until all parts are cool to the touch.

The use of self-contained camp stoves is encouraged as an alternative, Napier stated.

The city of Centralia announced the rules there are the same as those imposed by the county.

The state Department of Natural Resources announced just before Labor Day weekend it would allow campfires in established fire rings in official campgrounds on western Washington lands protected by DNR.

Right after Labor Day weekend, the Gifford Pinchot National Forest lifted its ban on campfires outside of developed recreation sites.

The forest service advised common sense measures such as building a campfire away from overhanging vegetation, removing all flammable materials from around the pit; and recommended using existing pits keeping fires small.

Fire Chief Cardinale offers additional information on how the public can protect their property from wildfires on the department’s web site.

Other outdoor burning in Lewis County remains prohibited until the restrictions imposed in mid-June are lifted by the Board of County Commissioners.

Anyone with questions can call their fire department. For further information on outdoor burning, Napier can be reached at 360-740-1146. The fire marshal’s office is in the Lewis County Public Services building, located at 2025 NE Kresky Avenue in Chehalis.
