Centralia police say Officer Phil Weismiller caught up to the subject who was attempting to scale a fence on Elm Street.

CENTRALIA – A Centralia police officer shot and killed a man last night in a residential neighborhood after a confrontation that began when another officer attempted to contact the individual spotted behind a closed business.

It happened around 2:20 a.m. in an area just east of the Interstate 5 interchange at Mellen Street.

Police say the subject had displayed a knife and said he had a gun during the first encounter and had a knife in his hand during a subsequent encounter about a block away.

The deceased is 48 years old carrying an identification card, from Arizona, according to the Centralia Police Department. His name was not released.

Officers remained on the scene this morning conducting an investigation, along with the Washington State Patrol, at the 1200 block of Elm Street where it ended, according to a police spokesperson.

Police spokesperson Officer Patricia Finch said as she understood, an officer was on routine patrol and observed a suspicious person behind Fiddler’s Coffee on Mellen Street. Officers keep an eye out for potential burglars, she said. Officer Tracy Murphy tried to contact the male, who ignored Murphy and walked away, according to Finch.

Murphy in his patrol car followed him across the street to near the shuttered former King Solomon’s Restaurant building, according to police. Police say that’s where the male showed Murphy the knife, said he had a firearm, and then refused to drop the knife.

According to Finch, the male ran and was pursued on foot by the arriving second officer.

Officer Phil Weismiller met up with the male 100 to 200 yards away.

“(T)he male stopped and confronted the officer, holding a knife in his hand,” police stated in a morning news release. “At one point during the confrontation, the male was shot by the officer.”

The whole event happened within a matter of moments, Finch said.

Medics responded but the man was dead at the scene.

The commotion was frightening for residents of the short dead-end street.

Twenty-year-old Kassie Kohler said she and her mother were asleep on couches in their living room when her teenage brother alerted them he heard gunshots outside his window, she said.

“He Army-crawled from his room to the living room yelling, get down, get down,” she said.

When they finally got the nerve to look out a window, Kohler said she saw a patrol car parked on the lawn between their house and the neighbor to the west, headlights pointed toward the back corner of where the house met with a back fence.

It wasn’t 10 minutes, she said, before there were a dozen police and aid vehicles lining the street.

Police Chief Bob Berg offered more details as the day wore on.

Weismiller arrived in his patrol vehicle to assist Murphy and exited at the northeast corner of the restaurant property where access to Elm Street is barricaded. Murphy drove around to the intersection of Elm and Marsh Avenue to block that route, according to Berg.

Weismiller chased the subject and caught up with him in between two houses where he was unsuccessfully attempting to scale a fence, Berg wrote.

“At that point the subject, still armed with a knife, confronted Officer Weismiller and after refusing commands to drop the knife, the subject was shot,” Berg wrote.

The chief didn’t note how many rounds were fired. No details describing the knife were released.

Kohler said she counted 13 yellow numbered markers on the ground as law enforcement officers examined the scene.

Finch said she didn’t know if the deceased was just passing through town or had relocated here. Police would not reveal his identity until after his family is notified, she said.

Weismiller has been placed on administrative leave as is standard procedure, according to police. Weismiller, 34, has been with the department for a year and a half, coming from the Kelso Police Department where he worked about four years.

He is a former captain in the U.S. Army who has served tours in the Middle East, police said.

Murphy is a 17-year veteran of the department.

The Centralia Police Department requested assistance from what is known as the Region Three Critical Incident Investigation Team, a group of officers from surrounding agencies who look into such incidents.

A records check shows the deceased has arrest and conviction data in Washington, Oregon, Arizona and New Mexico, according to police.

Lewis County Coroner Warren McLeod said the man’s next-of-kin have been notified, but he won’t release the name until his identity is confirmed tomorrow through finger prints.

The team of detectives from the Thurston, Lewis, Pacific, Grays Harbor, and Mason County sheriffs’ offices are expected to complete their work within the next three weeks, according to Berg.

Their findings will go to the Lewis County prosecutor to review the actions of Weismiller for a decision regarding any criminal charges. Once that side of the matter is resolved, an internal use of force review board will convene in accordance with Centralia Police Department policy, according to the chief.

    There are many things to take into consideration for the 21 foot rule to be valid. If it is dark out, you need to increase that safety distance.

    First of all, I am a very good shot, expert in the Army. That would have been in incredible shot for me, or just about anyone else with a pistol, especially in the dark. But the article doesn’t say they were 100 or more yards apart, it says they met up 100 or more yards away. It helps to not read something into the story that isn’t there.

If I found out that an officer saw a guy lurking around my business, but chose to go to Denny’s while my business was robbed, I’d be out for his badge. This no name idiot would have never been caught the next day especially since he wasn’t known to the police and had out of state I’d. Every day over the last month I read in the paper about a business being broken into or a homeowner that was burglarized. When do we get protection? Thank you CPD. If the officer had his gun drawn and the suspect was standing there holding a weapon but didn’t charge the officer, and was that that far away…. well seems to me that maybe this could have been resolved a different way besides shooting. Doesn’t matter, it will be deemed justified in the end of course.

    I too would like to offer a different perspective of Officer Murphy. I went to school with Tracy from K -12. We did not run in the same circle, but as I recall he was polite, funny, kind, an entertainer of sorts. I never saw any bully-like behavior in 12 years. He was a good kid. As for “Larry Butler Fan” (whoever you are) I remember you too. You were the kid who was picked last on every team. The one who had deep dark family problems at home and was anti-social at school. The one who hated anyone who was popular. You are the kid that IF it would have been popular in the 80’s to bring a weapon to school and threaten your school mates you would have been the one. It is apparent your teachers passed you so they wouldn’t have to deal with you the next year. The reason I say that is because it is apparent you cannot read. If you were able to read you would see that Officer Murphy didn’t shoot the guy, Officer Weismiller did. From what I have read, the guy pulled a knife on Tracy and then threatened him with a gun. That is when he should have been shot. It sounds to me like Tracy exercised a great deal of restraint. That doesnt sound like a bully to me. As far as your comment that daddy got him his job…? As I recall his dad wasn’t a chief of the fire department until well after Tracy became a police officer. His dad was nothing more than joe blow the fireman.     one would have to wonder how the night would have ended if the police would of been at the donut shop or at dennys having an earlier breakfast:
    Everyone would have most likely woke up the next morning either to sunshine or rain (who knows). probably one of the business owners would of showed up to work and discovered that either someone broke into their business the night before and stole some coffee / food and maybe some money if it was accessible. The cops would of been called and a small investigation would of took place. An report would of been filed for the break-in and maybe if a there was enough evidence, an arrest could of been possible, but the interesting part is no one would of ben killed.

    All I am saying is this guy was probably up to no good, but it doesn’t sound like he was out to kill anyone. most likely he was a cornered thief that refused to give up his weapon or his tool of choice for breaking in, but it didn’t sound like he was pursuing anyone, he wasn’t holding anyone hostage, he wasn’t running through anyone’s house slashing people, he was caught being somewhere where he should of not been and was trying to run away. what about a police dog who probably could of took the suspect down with a few well place bites, or what about the shotgun bean bags which possibly been an effective way to defuse the situation?

    Before retiring in 2007, I was a deputy sheriff in Riverside County, CA for 30 years. We were never expected to confront a person with a knife with anything less than lethal force, i.e. a firearm. We were told that we were not paid to fight fair, we were paid to win. To expect your police officers to take on people with knives using batons, Tasers, ninja throwing stars, or Vulcan mind control is unreasonable and unrealistic. Distance is the only thing that gives you any hope of escaping uninjured and despite depictions on TV people don’t drop immediately, when shot and may not stop at all. Some may suffer mortal injuries and fight like hell, right up until their last breath. To the Officers I send my best wishes and regards, been there, done that. Stay safe Brothers.

    Someone stated that Tracy Murphy was a bully in school. I would like to give another perspective. I attended preschool through graduation with Tracy, and he was always a gentleman. I have thought, since I heard he joined the force, that he was a great person for the job.

    From the article it sounds like both officers did their jobs, and I am glad they weren’t hurt while doing it. It’s unfortunate that someone lost their life, but there isn’t always a different option.

    To “it does t matter”. You obviously have no knowledge about the use of force and how force lethal or not work. Cops dont bring pepper spray or a taser to a knive fight… This is common sense. Law enforcement is structured to survive a deadly force encounter. Guys come at you with a knife, you opt to us taser… Taser fails and you get stabbed in the face. LE does not match the suspect with force. LE steps up the scenario and brings a gun to a knive fight, not a knife or pepper spray. End state is this; all the suspect had to do was obey the police and he’d stil be here to talk about it. The cops want to go home safe at the end of their shifts just like anyone would. If someone is walki g towards you with a knife…how far does it go when the Officer cannot let him advance any closer? The dead man made his choice today, sadly

    They just towed his car from my apartment complex. I live about seven blocks from where he was killed. We all got questioned about if we knew him, not one of us out of 16 homes said we did. Pretty sure he was up to no good. None the less it’s sad that he was so desperate.     One of the basic personality traits of criminals is a refusal to take responsibility for their actions (often enabled in this by loved ones). If you A) pull a weapon – or anything that looks like a weapon – on an officer, particularly in the dark, when s/he has asked you to stop – you’re B) likely to encounter some consequence. It’s a terrible thing to happen, perhaps it could have been prevented. Yet if a police officer gives me an instruction, even if he is wrong, I’m not going to flash a pocket knife, toy gun, whittling stick, or any other object at him. I’m going to stop, face him, maybe even put my hands out wide so he can see I’m harmless, and leave rightness or wrongness til later, perhaps with my lawyer present. Why is this concept so difficult to grasp?

He must have run because he had something to hide or was afraid the police would find something on him or some reason to arrest him. A taser is a bad defense choice as it is common for people on drugs or amped so high with adrenaline to not even be affected by a taser. He only has his job because his daddy pulled some strings as centralia fire chief. Tracy was also a bully in high school. There needs to be a thorough investigation by OUTSIDE agencies such as the FBI for civil right violations of the highest order. There needs to be a grand jury convened so that this crap can stop.

    Yes, really bad idea to show up at a gun fight with a knife, for exactly the reason illustrated. The thing is, the cop did not start the fight, but he certainly finished it. He will be cleared and rightfully so.

    Why are our “Peace Officers” (if that is not an Orwellian term) so against wearing cameras? Why do they object to being filmed by the citizens? They drive around in armored cars with automatic weapons and refuse to answer to the people who pay them (by forced taxation).. Face it, this is the road to absolute tyranny.

    When will the police carnage and brutality stop?? Napavine, Vader now Centralia? The body count is piling up. Bringing a knife to a gun fight? That seems to be the common theme. 10 million a pop you better be justified. But a knife vs gun doesnt seem like a fair fight. So how is it defense? When your just quicker on the trigger. More eager to take a life because of a badge. A taser would have had the same effect without death. Lack of training. Lack of skills. Fear. Not knowing when to let it go. Maybe if it costs them their retirement fund they will stop killing people. DAMN RIGHT 10 MILLION. Police better figure out a better scenario than do what i say or die. Police pull guns on the daily.
